Method — How to read SNE analysis
GX Policy Atlas is not a site that scores and ranks policies, nations, or companies.
SNE analysis is not a rating to evaluate policies, nations, or companies. A decarbonization policy is itself an evaluation device that judges “who is green”; SNE is a method for observing what expectations that device offers and what gaps it creates with those who implement it.
The purpose of SNE (Structural Non-Evaluation) is not to be led to a “correct answer” but to not be deprived of one’s own judgment. Neither praise nor condemnation is trusted as a stabilizing control.
The axes of observation are N_offer (the expectation the institution offers), N_self (the self-image implementers internalize), the Observed Gap between them, E-pressure (from compliance, disclosure, investment, public opinion, finance), and Repeated Gaps (where the same contradiction recurs).
The “friction observation” we output is not a score or a grade but a confidence-tagged observation note. Only AI-drafted, human-ratified notes are published.
