Problem framing

Security and decarbonization can be discussed together in policy documents while their budget, implementation and outcome units remain different. This page keeps comparable and not-yet-observable evidence visible without collapsing either into a single score.

Japan-first comparison

Japan is the primary subject, using a Ministry of Defense primary source; NATO is a comparison reference. EU and US rows are added only after verifying an official primary source, and missing evidence is not filled with performance or ranking assumptions.

Energy efficiency, renewable electricity and research investment come first, with mission alignment checked separately. Costs include up-front investment and operating change; constraints include evidence and implementation capacity. This is not a recommendation.

Current-separation / status-quo path

Security and decarbonization remain in separate institutions, accounts and periods, recording only necessary links. Costs include translation and duplicate management; constraints include the lack of a common comparable series. This is not a recommendation.

How to read this

Each observation separates facts grounded in official primary sources, inferences, limitations and normative editorial choices. Period, comparison basis, definition and source dates remain on each row; positive evidence for non-connection is a human content audit, not a SQL inference.
